My 1996 Chevrolet Cavalier won't start...?

Its done this in the passed but usually eventually starts, however, it seems as though I'm not gonna be that lucky this time...The car has a manual transmission and when I turn the key to the start position, the car acts as if I do not have the clutch pressed down. The interior and gauge lights come on as well as the radio, headlights, etc., but the engine doesn't start...I recently bought a new battery, so I know the battery isn't the issue. Could it be the starter?
