What's the difference between a recursive rule and a conjecture?

I'm doing a math problem and it's telling me I need to find a recursive rule to generate the maximum number of regions in a circle depending on how many line segments there are running through it, then it tells me to make a conjecture from the formula. What are the differences between the two?
