Concerning Complexity Theory: dissipative systems as applied to society?

It is my understanding that dissipative systems can exist only under conditions far from equilibrium. Secondly, (and probably arguably) the notion of dissipative systems can be applied (especially via notions such as complexity theory) to virtually any variety of systems (e.g. chemical, biological, social, etc.). Given that global society is an autopoietic, dissipative system, how does this include the notion of equilibrium. Does it seem logical in this context to conjecture that "world peace" would mean a sort of equilibrium that could collapse the system?
